Turnstone have entered into an agreement with the Ely Diocesan Board of Finance who own the 42.9 acre freehold site on the west side of the A10 at Milton, north Cambridge. Turnstone will act as EDBF’s land promotion partner to bring forward planning permission for a high quality mixed employment scheme, known as Milton Park.
Milton Park enjoys a prime location, accessed from the A10 and Butt Lane via the Milton Park & Ride facility, within half a mile of Junction 33 of the A14. The site includes the 800 space Park & Ride, operated by Cambridgeshire County Council and Stagecoach, which runs buses every 10 minutes in and out of Cambridge City Centre. The Greater Cambridge Partnership are proposing the Cambridge to Waterbeach Busway, which includes a stop at Butt Lane, scheduled for completion in 2031. Milton Park is therefore a highly sustainable location for future development.
Turnstone believes the site can significantly contribute to Greater Cambridge Shared Planning’s growth ambitions for the district, who are seeking to “encourage a flourishing, dynamic and mixed economy in Greater Cambridge which includes a wide range of jobs, while maintaining our area’s global reputation for education, research and innovation”, accommodating 73,330 additional jobs by 2045.
Milton Park, being located on the urban fringe of Cambridge can meet the specific locational requirements for identified employment needs, in particular advanced manufacturing, trade counter, final mile and ultra urban distribution and mid-tech sectors. Such floorspace is in short supply and is in urgent need.
Milton Park can also accommodate established Cambridge businesses located on sites which are already allocated for residential redevelopment in the local plan. These businesses, mainly within the trade counter and motor trade sectors, are located within retail and industrial estates such as Nuffield Road, Clifton Road and Milton Road which will be displaced when redevelopment occurs. The site has already accommodated such occupiers. Cambridgeshire Police have completed the £45m South Cambridgeshire Police Station at the site, which releases a residential redevelopment site in central Cambridge. Thus, Milton Park seeks to facilitate the release of allocated housing sites.
Turnstone is confident the site represents ‘Grey Belt‘ land and hence will have no adverse impact on the wider Green Belt. The site does not require significant infrastructure upgrades and, subject to planning, is immediately deliverable.
Phase One of Milton Park wraps around the South Cambridgeshire Police Station and comprises approximately 25.9 acres, capable of accommodating approximately 350,000 sq ft of employment floorspace. Phase 2 represents a longer term opportunity that would only arise if the Milton Park & Ride was considered surplus when the proposed 1,600 space park and ride facility at Waterbeach opens in 2031. Phase Two could accommodate a further 300,000 sq ft.
